Steelhead fishing during the winter really can produce good results as new fish are always moving into the rivers in northern Michigan getting ready for the spring spawning ritual. I would try wax worms with a small jig under a slip bobber. Use six pound test, or a four pound lead if you are in a spot that you don't have snags. Spawn bags with or without floaters will work on any steelhead at any given time. Casting small spoons or plugs might be another option. It really all depends on the river's conditions. I'm not a fly guy, but I know they work very well too. Good luck.
